A session ago, I asked the Chairmen of the House & Senate Education committee for 10 minutes to speak to their committees on a core issue to education. They gave me that time, in part because they had already heard me speak to their committees productively.

I am sure they had some skepticism nonetheless... but I was allowed to speak up. It took only 10-20 seconds before the members had picked up the handouts I had for them and were following my presentation closely.

My presentation addressed how money provided by the State with specific language as to its use were accounted for and how the legislature could be confident it was spent properly. The legislature provides some monies specified to go to certain programs they believe are important. Yet in the end there is no mechanism for the legislature to be sure it is used properly and these programs can be shorted.
